Project Overview
The Freedmen’s Town/Fourth Ward Master Plan uses the community’s rich history and distinct identity as the foundation for its future. The plan explores strategies to stabilize the neighborhood, encourage economic growth, expand shared green spaces, improve public health, strengthen pedestrian access, and preserve the area’s historic and cultural character.
Developed through collaboration with residents, faith-based organizations, nonprofits, artists, and local agencies, the final master plan combines ideas from the Reunification Plan and Black Commons Plan. The resulting vision balances economic opportunity with cultural, historic, and environmental growth while honoring the strength, resilience, and legacy of Freedmen’s Town.
